Maximum kindergarten tariff
At the end of the election campaign of 1998, Swedens’ then Prime minister Göran Persson launched the idea of maximum kindergarten tariff (maxtaxa). It ment a roof for how much one has to pay for your childs kindergarten. Those whom benifited by this was almost exclusively upper middle class, a voter segment which Persson was dependent on to win the election. They could be described as typical margin voters or swing voters, meaning the few voters that can shift between the political blocks and thus exercise a crucial impact on the election and the policy.
